Decree Of Promulgation

Beloved People of God in the Diocese of Lucena:

This Second Synod, convoked on March 30, 1999 by our predecessor, the Most Rev. Ruben T. Profugo, D.D., pursued by us, and finally held on June 7-11, 2004, has been a tremendous grace for the Diocese of Lucena. Having thoroughly read and closely studies the Acts and Resolutions or Call to Action of the synod, we, as Bishop of Lucena, on this date, February 9, 2005, do hereby promulgate all these Resolutions as Decrees of the Second Synod of the Diocese of Lucena for full implementation and observance by all the clergy, religious, and lay faithful in the Diocese of Lucena. Its effectivity starts one month after the said date of promulgation.

Today, being Ash Wednesday, we hear anew the summons to radical change as we receive the ashes that symbolize our repentance: “Turn away from sin and be faithful to the Gospel.” In order to realize our mission of renewing the diocese so that it can truly become a Church of the Poor, we need to undergo a communal and personal renewal. Through its Vision, Mission, Mission-statement, and nine Documents, the Second Synod of Lucena articulates the grounds for our ongoing formation, which is indispensable in the task of renewal.

We are grateful for the enthusiastic participation of the laypeople, religious, and priests in this massive ecclesial undertaking. All the consultations, meetings, and deliberations that were done at each stage of the synod have borne fruit because prayer and sacrifice accompanied them. Our efforts to implement the decrees of this synod through our pastoral programs and strategies, whose primary thrust is the formation, intensification, and spread of the Basic Ecclesial Communities, will succeed if we offer the best of what we are and what we can do to God and the Church, but always in the spirit of collaboration that is nourished by charity and invigorated by trust in Him who is never merciful and mighty.

May the Blessed Virgin Mary, Mother of the Redeemer, and St. Ferdinand, King, Patron of our diocese, guide and bless us.
